When you look at the poverty rate chart going back another 60 years or so you can see that the poverty rate was dropping by one percent per year, that is until the government stepped in to "do something" about poverty! In the late '60s welfare was started and it didn't take off nation wide until the early '70s, since then the poverty rate has held steady or even climbed slightly! Had there not been a "war on poverty", it would be a bygone era by now! 5/7/19
