From the bearish perspective, we've got a downtrend coming off the Nov highs, RUT trying to roll back over from its bounce over the past week, showing negative MACD divergence, and stochastics rolling back under 80. Need a lower low under 1100 to get things moving. 

From the bullish perspective, the downtrend line was broken, trying to backtest the breakout now...though the over all larger rising wedge was not taken back.
