This complaint focuses more heavily on the concept of staking and defines that as a security as well, calling out ETH, XTZ, ADA, ATOM and SOL. 

Difference between here and Binance appears to be that there are no accusations of comingling funds/wash trading/fraud against Coinbase. Failure to register with the SEC is the charge(s), 

Interesting that ETH staking has been defined as a security. ETH itself has not been called out yet...
