Can more informed people make sense of this for me? What exactly should I take from this chart? That interbank loans are getting more expensive I gather, but if it's harder to get loans between banks, why are the financial ETF's at their highs pretty much and not doing worse? 10/7/16

IIRC Don Coxe was a big believer in the TED spread. And if it wasn't him, it was another person! 
I think he has a chapter in his book about it. 10/7/16

You may find this website helpful. My interpretation is that we are far from a dangerous condition. Wondering about this stuff will not help you in your short term work. It is helpful to keep it in the backround and view it every week or so. 
 
Of course, predicting the future is of no value so take it with a gain of salt.

So TED +500 is nothing to worry about, if I check on it ever week or so and it has climbed over +600 should I be concerned?? 10/7/16

I don't see it as a good thing. I remember it coming up a lot during the financial crisis. Personally, my own system takes priority and I won't go long or short anything without its approval, but I'm always looking for context. 10/7/16
